Open Question: What would you do? Dangerous off leash dog?

This happened a week ago when a 20 something year old had a chihuahua. She had her or him off leash and when the dog came up to my leashed and well socialized dog and snarled and nipped at mine. The girl came running to her dog and grabbing her back and apologized but i didnt say anything because I wouldnt say that its ok. :( Then she called her dog a b%*> & then walked away. Two days later I saw her dog off leash again playing fetch i think but i decided not to go there. What would u do in that situation? I would tell her that her dogs not the b%*^# and that she should be responsible for not training the dog AND not having her dog leashed and/or muzzled.
